[Bug 65396] [IVB] FBC increases power for libva video workload

For video, FBC saved 0.1w on HSW ULT, but consume more 0.4w on IVB, compared
with disabling FBC.

For game, FBC saved 0.1w on IVB, but didn’t saved power on HSW.

FBC pass/fail criteria is 0.1-0.2w.
