I have this problem too (I reported it as
https://bugzilla.kernel.org/show_bug.cgi?id=57871). I have just found this
thread. I removed the commit 15239099d7a7a9ecdc1ccb5b187ae4cda5488ff9 (what
Alexander have found), and it became much better but the problem still not
solved. Originally 1 times out of 3 my CPUs become locked to max freq, and now
I tested 20-25 times and the problem showed up only once. But this also makes
the testing much harder.
