I think it's an issue with the TV, and it gets masked on Windows because that
automatically makes a dpms on/off cycle when unplugging/replugging. Linux keeps
the pixels flowing by default (but many desktop enviroments do the same as
windows by default).

Given that TVs are usually really horribly with their HDMI ports I'd say best
to close this as a hw issue, I don't think there's really anything we can do.
