MacAir 6,2 with Linux Kernel 3.12-rc1 on Debian has the same issue.

I have tested with xbacklight and echo to
/sys/class/backlight/acpi_video0/brightness result is the same.

Requested brightness value seems to be set correctly (tested with 
brightness_down; cat value; sleep 2; brightness_up) but physical brightness is
either on (100% brightness command) or off (any other brightness level).

Desperately waiting for "the patch" : )
