I've upgraded to Ubuntu 13.10. And yes, I can confirm that the kernel bug is in
the kernel used by Ubuntu 13.10, pacakge version 3.11.0.12.13.

Possibly even worse, something seems to have changed in userland wrt X / gdm
login, with the result that even the external screen is not usable as it was
with 13.04 with a buggy kernel. Possibly it could be nothing really changed
with 13.10, as I did let the upgrade add defaults for some settings, so could
be just that my previous settings made external X use possible. But even if
that's the case, seems that with default settings external monitor login won't
work in UEFI mode.
