Up the priority because almost every subcase of Kms_flip will have this issue
randomly, caused lots of failure in nightly and hard for us to analysis the
result.
If the randomly failure occur one day and disappear the next day, then occur
again. Our guys feel so confused  for such a ugly behavior.
