Openbox and LXDE have a configuration file where you can influence placement of
windows

<placement>
  <policy>Smart</policy>
  <!-- 'Smart' or 'UnderMouse' -->
  <center>yes</center>
  <!-- whether to place windows in the center of the free area found or
       the top left corner -->
  <monitor>Mouse</monitor>
  <!-- with Smart placement on a multi-monitor system, try to place new windows
       on: 'Any' - any monitor, 'Mouse' - where the mouse is, 'Active' - where
       the active window is -->
</placement>

If I set monitor to mouse, your changes work. The default "Any" shows this odd
behavior.
I am still wondering what in the underlying layers caused this changed
behavior. Anyway, at least we know how to make it work.
