The problem is that we are aiming to eliminate that re-detection, so really the
HDMI connection remains hidden until user input as the kernel (and thus
userspace daemons) doesn't get a hotplug event for the dock/output coming live.

I suspect the problem is more commonplace (that almost every dock will have
similar problems) which will be exposed (and treated as a regression) by
fastboot.
