A reliable way to reproduce is to use the file open dialog from any application
and then try to enter a directory the user doesn't have permission to. It 
occurs on many other occasions as well, but for some reason not as reliably.

I have recorded a video to show this. I couldn't make a screenshot because the
screenshot causes the button to redraw and fix itself.

This is only with 2.99.909 but not older versions. I have double verified to
make sure the driver is the culprit.
