[Bug 68471] Display extremely dark on Dell XPS 13 since 3.10 Kernel in EFI mode

In CSM/Legacy mode the brightness is correct although I notice two things:
1. When I turn the brightness all the way down the display is brighter than
when I boot without CSM active.

2. acpi_video0/actual_brightness reflects the display brightness accurately
(0-100) when I change the brightness using the keys but
intel_backlight/actual_brightness is always 4882 no matter how I adjust the
brightness using the keys.
