Can you eliminate the second GPU as a source of trouble? E.g.

Section "Device"
  Identifier "Intel"
  Option "DRI" "3"
EndSection

will have the side-effect of disabling the radeon. Then you can change "3" to
"2" to confirm that it is DRI3 triggering the issue.
