Actually, it is not quite as cut and dried as I earlier thought. If we force
the fallback there, we move the entire pixmap to the CPU which encourages the
next set of operations to be done on the CPU as well. So rather than just the
copy operation being suspect, we prevent loading the GPU at all. Sigh.
