confirming issue on 3.11.7

cpu does not descend into rc states until machine is suspened, alternates
between 8W and 30W as a result.

Kernel command line contains 'i915.modeset=1 i915.i915_enable_rc6=4
i915.i915_enable_fbc=1 i915.lvds_downclock=1 pcie_aspm=force
intel-audio-powersave=true' to no effect.
