Any system updates in between? Kernel/mesa/ddx are the candidates here. Try
downgrading to older versions to fix the issues. Also please boot with
drm.debug=0xe and attach dmesg and also attach Xorg.log and the output of
glxinfo.

Also in /sys/class/drm/card0 there's a bunch of files to control the gpu freq.
Try to set the min to max and see what happens.
