In case it helps, I have seen the cores get stuck at their max frequency on a
couple of occasions recently (in 3.17.2).

On both occasions I killed a long-running CPU-intensive ruby task that was
using mysqld, and afterwards the cores continued running at their turbo
frequency even though the original process no longer showed up with ps -xa and
mysqld was reporting zero percent activity (according to top). I had to kill -9
the mysqld task and restart it to fix the issue.
