I can't figure this out.  I'm not an Intel or kernel developer, but maybe I
could figure it out with hardware debugging support or docs that were correct. 
I would recommend that we just stop purchasing Intel GPUs and go with Nvidia
based GPUs.  This bug report is one of many for the same bug.  My first report
was from June.  I really don't think this is going to get fixed.
