This is a breakage of power well refcounting around VDD on/off. I can think of
some race that would be fixed by Ville's VDD/PPS locking fixes. Could you
provide a log booting with drm.debug=14? Also could you try if you can
reproduce the problem with the drm-intel-nightly branch from
git://anongit.freedesktop.org/drm-intel and provide a log for that too?
