This is the config file that I put in /usr/share/X11/xorg.conf.d:

Section "Device"
  Identifier "Intel Graphics"
  Driver "intel"
  Option "TearFree" "true"
EndSection

Here is my x11 intel driver recompiled with the  --disable-dri3  option:

 I'm using the oibaf ppa for the latest graphics stack -
