It's a very long comment and I will summarize it as:
the PC doesn't resume unless nomodeset added to kernel cmdline, in which case,
the screen isn't turned on after resume but reacts to keyboard and able to
reboot with ctrl-alt-del.

I would say this is a GPU driver issue, move it there.
