Yes, what's happening is that we preserve the initial mode as long as possible.
It isn't always the best possibly mode, things like panel fitter may be
needlessly enabled or too many fdi lanes are used wasting power.

But please test on unify-flip-modeset, I've added a workaround that should
force a modeset on initial hw readout if we believe optimal sw state doesn't
match hw state.
