==Bug detailed description==
Hot-Plugging an active DP->VGA converter the screen does not show an image.

in comparison to #85924 it does not matter if the system is booted with this
adapter plugged in / or if it pulled out and plugged back in with the system
running: Screen does not wake up again.

dmesg with drm.debug=14 i915.disable_power_well=0 attached.
