FPS changed

Hi,

I encountered a problem.
When I move the mouse in the game, FPS will be reduced from 60 to 30.
It will be restored when the mouse stops again, or tap and hold the screen in
the game. (Not a performance issue).
This problem also exist when use Bumblebee and nvidia card.
When the FPS decreases, the cursor have a slight flicker.
This problem does not exist on linux 3.19.3.
Disable vsync no effect.

PS:
I try to use git bisect to find the bug, but I encountered another problem
cause I can not test it.
On commit ea2c67bb4affa84080c616920f3899f123786e56, something that causes the
entire screen freezes when move the mouse and mouse movement slow and delayed.
It seems to have been fixed, but I did not find the relevant patches.
So I can not bypass it for other tests, and the two are somewhat similar bug.
