I am experiencing this bug on HSW. udevadm monitor does not show hot plug
events and it only triggers the rule below once:

SUBSYSTEM=="drm", ACTION=="change", RUN+="script.sh"

I'm using the current drm-intel-nightly and I'm using kernel 3.19.6.
