Uhm interesting that even with i915.enable_dc=0 you Thomas are getting
[   17.788425] [drm:gen9_set_dc_state] Setting DC state from 00 to 02

What firmware version do you have loaded?
cat /sys/kernel/debug/dri/0/i915_dmc_info
