I have a Toshiba Portege Z30A-15M with i7-4500U which hangs during boot a few
seconds after the window to enter the root partition encryption key is shown.

4.5 works fine, and I found this change by bisecting. (03b7b5f983091bca1,
drm/i915/psr: Try to program link training times correctly)

Using the enable_psr=0 argument makes my machine boot normally with later
kernels.
