I don't know how gentoo bundles those libva drivers, but you might be right
that by downgrading libva to 1.7.3 to 1.7.2 to gentoo, then that driver also
gets downgraded. But I'm really not sure (libvdpau-va-gl is not a standalone
package in gentoo, I guess it's enabled or disabled with use flags for the
package libva).
