This looks a bit like bug 93220 except that's supposed to be fixed.

HP G3 850 laptop, in docking station with analogue VGA connection to external
monitor. If the screen blanks (or 'xset dpms force off'), the external monitor
never comes back. This also happens if I unplug the VGA cable and plug it back
in. It's fixed by undocking and redocking.

If I dock with the VGA cable unplugged, it's detected the first time it get
plugged in. Not the second, until I redock.

Reproduced with drm-intel-nightly build from
