yes, the clock is accurate.
Tested in a loop using a BDW NUC5i3RYB with fresh setup, it is 50% reproduced.

USB controller also fails to suspend:

[  495.830976] dpm_run_callback(): pci_pm_suspend+0x0/0x140 returns -16
[  495.830977] call 0000:00:14.0+ returned -16 after 9 usecs
[  495.830978] PM: Device 0000:00:14.0 failed to suspend async: error -16
[  495.896515] PM: Some devices failed to suspend, or early wake event detected
