Could you apply attachment 118562 (from bug 90963) and attach a dmesg with
debug again. This would show what exactly the sink requests when the driver
sets vswing to level 2 and pre-emphasis to 1.

This could be related to an issue Sivakumar  once mentioned, that the driver
handles the request from the sink wrong, using the maximum supported
pre-emphasis for the requested voltage swing, instead of using the requested
pre-emphasis with the maximum support vswing.
