I can confirm this bug.
Hardware: Intel NUC5CPYH, output via HDMI

2015 x86_64 x86_64 x86_64 GNU/Linux

Occurs on Linux Mint and Ubuntu 15.10, when quickly moving mouse pointer in the
left upper screen area.
