Here's a summary of the issues:

1. The timing results from this subtest are variable.
2. The subtest is based on a comparison 'time < max + 10*min/9'  where there's
currently no logical explanation for the the '10*min/9' component.

So this subtest should be updated to make the timing results consistent and
with a logically explained comparison or the subtest should be removed from the
list of BAT tests.
