With v4.6 or older I just need to change the SATA link power management to go
further than PC2.

With v4.7 this is not enough, I have to change the SATA link power management
and toggle DPMS once.

I forgot to mention that I can also suspend/resume my laptop to "unlock" the
lower package states, instead of toggling DPMS.
