[Bug 95341] Monitor does not enter suspend mode consistently

This bug seems to affect the Z97 or Haswell chipset/chip.  I have access to a
Z77 Motherboard using an Ivybridge with integrated graphics as well connected
via HDMI.  On that machine, the monitor suspends as expected.
