I'm also having the same issue on my XPS 9350 (FHD version)

Attaching /sys/kernel/debug/dri/0/i915_vbt dump as requested.

My machine was running linux 4.6.0-trunk-amd64 from Debian unstable at the
moment of the dump and I got flickering after waking up.

It was way worse with older versions of the kernel. So I'm not sure if it's the
same bug.
