Original bug report was against 4.4.0 on GM965/GL960, so the commit indicated
in the comments is likely a separate issue. I've checked a few kernels (using
http://kernel.ubuntu.com/~kernel-ppa/mainline/ builds) and the one that's
definitively stable and which I'm using right now (on my old GM965 laptop) is
4.1.35.

My initial tests indicated that this problem was immediately noticeable on 4.4
and up (it was enough to boot without X and check dmesg|grep vblank), but not
on 4.3.6, though the latter showed some issues when waking up from sleep, so
I'm not 100% it's not present.

Bottom line: my initial test indicate that this issue was definitively
introduced somewhere between 4.2 and 4.4, likely in 4.4. Once I have some more
time and learn how to efficiently use bisect on ubuntu, I'll pinpoint the
precise commit.
