I tested the cursor WM change that you suggested, but the problem is still
reproducible.  The patch that I tested is here:

Note that this patch contains one additional change needed for your cursor WM
change to take effect.  This patch also contains the DDL=0 and latency=45us
changes from the previous experiment.
