Apparently, I have the same issue on this machine:

Linux raynor 4.8.4-gentoo #1 SMP Mon Oct 24 18:47:02 CEST 2016 x86_64 Intel(R)
Core(TM) i7-6820HQ CPU @ 2.70GHz GenuineIntel GNU/Linux

I have the following xf86 intel and firmware packages installed:

* x11-drivers/xf86-video-intel-2.99.917_p20161024
  (with USE="dri sna udev uxa -debug -dri3 -xvmc")
* sys-kernel/linux-firmware-20160628
