Workaround using PM QoS

Would it be reasonable to use this patch as a workaround?

For HDMI use cases, this patch reduces battery life by about an hour, based on
experiments on a specific device.  At the same time, for these tethered use
cases, would it be reasonable to assume that the user would be more willing to
plug the device into an outlet?
