The close to 2 seconds wait for fbc enabled occurs only when we are changing
between draw domains, typically between blt and mmap_cpu.

Also, we never hit the "retry:" in intel_fbc_work_fn. 

So, I no longer think this issue is about how long time it takes to enable fbc.
