[Bug 99912] [IGT] [KBL/BXT/SKL/HSW/BSW/IVB] kms_setmode at basic test fails

This test frequently fail on the shards.
Note that there are two ways the test can fail:
Failure A:
(kms_setmode:1555) CRITICAL: Test assertion failure function check_timings,
file kms_setmode.c:493:
(kms_setmode:1555) CRITICAL: Failed assertion: accuracy < line_time(kmode)
(kms_setmode:1555) CRITICAL: vblank accuracy (21.857us, 0.1%) worse than a
scanline (20.677us)

Failure B:
(kms_setmode:1532) CRITICAL: Test assertion failure function check_timings,
file kms_setmode.c:519:
(kms_setmode:1532) CRITICAL: Failed assertion: fabs(mean - expected) < 1.718 *
stddev
(kms_setmode:1532) CRITICAL: vblank interval differs from modeline! expected
16665.6us, measured 16717us +- 2.758us, difference 51.3us (18.6 sigma)


For SNB-shards is fails on all runs with "Failure B" from CI_DRM_2907 -
CI_DRM_2956

For HSW-shards: the test pass 9 times between CI_DRM_2907 - CI_DRM_2956,
"Failure A" 7 times and the rest "Failure B".

For KBL-shards: the test pass 8 times between CI_DRM_2908 - CI_DRM_2956, the
rest is "Failure B".

Also, I can reproduce this on my BDW i5NUC so far I have 100% "Failure B".
