I also experience this issue on my Thinkpad x230.
Screen stays black(off) after resume if it was off during start of hibernation.

To reproduce:
xset dpms force off; sleep 2; systemctl hibernate

I have attached dmesg log with drm.debug=0xe

To make screen work without reboot: 1. Suspend to ram 2. Resume 3. Restart X
server.
