DRRS will be enabled based on the panel's capability claim for two different
clock rates (High and Low) along with platform DRRS capability through VBT.

To root cause this, We might want to check whether connector->probed_modes has
two entries for same mode with only varying clock and whether drrs code is
configuring the refresh rate as per the downclock received from the
connector->probed_modes.
