drm-tip kernel config

On a Dell Precision 7510 with a Dell E-Port Plus II docking station, a monitor
on the second display port or dvi plug never shows connected when using the
intel video.
This configuration works just fine on Windows.
The laptop includes an AMD card as well; if I disable the intel video and use
only the AMD video, this configuration also works just fine.
This has never worked as long as I've had this laptop, which dates back to Dec
2015.
I have used many vanilla kernels from probably 4.1 or 4.2 up through current
drm-tip.  The rest of the system is Gentoo.
Kernel command line is: root=/dev/nvme0n1p2 ro init=/usr/lib/systemd/systemd
drm.debug=0xe
I boot the kernel directly from the EFI, I don't use grub or any other
bootloader.

I will have three attachments: kernel-config, dmesg output & xrandr --verbose
output.
