Performance drop is happening due intermittent lowering of GT frequency by Host
RPS. This lowering is happening due to burst of RP UP interrupts that makes
Host RPS adjustments go bad and overflow negative.

Kernel patch has been posted for trybot testing at
https://patchwork.freedesktop.org/patch/133064/.
This fix will apply to all platforms.
