Chromebook, then unable to switch to console mode by press Ctrl-Alt-F2
Reproduce Steps

1. Boot ChromeOS
2. When login screen is displayed, press Ctrl-Alt-F2
Expected Result
=============
Switch to console mody after press Ctrl-Alt-F2
