Proposed Patch

By-default IF-ID mode is used in interlace mode.
SKL+ doesn't support Y-tile with IF-ID mode, that is the reason,
There are underrun & distorted output.
Attached patch enables PF-ID mode of scaler for SKL.
There is limited testing done for this patch.
Please check with Attached patch & let me know if it solves the issue.
