Another observation: I think the issue _is_ actually connected to the firmware.
I just now booted a kernel with firmware loading completely disabled
(CONFIG_FW_LOADER=n) and the issue does not appear. With firmware loading the
issue is still present on dabd99296104 (drm-tip: 2017y-03m-28d-15h-25m-54s UTC
integration manifest, 2017-03-28).
