Can confirm this problem on a Samsung NC10 with Intel Atom (945GSE) graphics.
Using newest Arch Linux 32 bit kernel 4.13.9, the left ~70% of the screen
becomes a flickering mess after the modesetting driver is loaded. Kernel 4.12.8
works.
