[Bug 103321] [SKL] skylake DP failed to output when connected with PS175 adapter

Here are some details about this problem from my point of view:
1. It’s about HDMI capability test with DP->HDMI dongle PS175
2. The actual issue is no output for resolutions above 1080P on some specific
monitors. 
3. But even on these monitors, resolutions include 1080P and below is no
problem.
4. These monitors are working fine under windows 10 with same board for any
resolutions.
5. as we communicated with original manufacturer of PS175: below 1080p, PS175
is working in level shifter mode; above 1080p, working in converter mode.
