It looks like the frequency of hitting this has significantly gone down in
favor for bug 103167.

except for: GLK igt at kms_frontbuffer_tracking@fbc-stridechange which is 100%

I will remove the impact from KBL-shards in cibuglog, since they hit the link
training so frequently.
